Introduction to the Chapter

Project management and documentation are an essential component of the landscape horticulturist trade, particularly for commercial, institutional, or municipal-scale projects. For the Red Seal exam, you must master not only planting and landscaping techniques, but also planning, organization, monitoring, and information transfer. This chapter covers the fundamental concepts of project management, reading and interpreting plans and specifications, report writing, human and material resource management, as well as applicable Canadian standards.

Project Planning

Definition and Scope

A project in landscaping is a set of coordinated activities aimed at creating, modifying, or maintaining an outdoor space according to specific requirements, within a given timeframe and budget. Project management comprises five distinct phases: initiation, planning, execution, monitoring and control, and closing. Each phase requires rigorous documentation.

Planning Steps

Planning begins with site analysis. You must assess existing conditions: soil type, drainage, sun exposure, buried utilities, and site access. This analysis directly influences the work schedule and plant selection.

Next, you establish a schedule. A common tool is the Gantt chart, which illustrates tasks as a function of time. For the exam, know how to calculate the total project duration by adding the durations of sequential tasks and identifying parallel tasks. For example, if soil preparation takes 3 days and planting takes 2 days, and irrigation can be installed in parallel over 4 days, the total duration is 5 days (3 + 2), because irrigation is done during the first 3 days.

Critical Path

The critical path is the sequence of tasks that determines the minimum project duration. Any task on the critical path cannot be delayed without delaying the entire project. To identify it, list all tasks, their dependencies, and their durations. The critical path is the longest sequence of dependent tasks.

Example: Task A (excavation) = 2 days, Task B (drainage) = 3 days (depends on A), Task C (planting) = 1 day (depends on B). The critical path is A → B → C, totaling 6 days. If Task D (lighting installation) = 4 days and can start at the same time as A, it is not on the critical path if it finishes before day 6.

Cost Estimation

Cost estimation is done by work item. Each item includes materials, labour, equipment, and overhead costs. The basic formula is:

Total Cost = (Quantity × Unit Price) + Labour + Equipment + Overhead + Profit Margin

For labour, calculate the number of hours required based on standard productivity rates. For example, planting a 60 mm caliper tree takes approximately 1.5 hours per tree, including digging the pit, soil amendment, and initial watering. Multiply by the burdened hourly rate (wages + statutory contributions + benefits).

Overhead costs typically represent 10 to 15% of the direct cost. The profit margin varies from 10 to 20% depending on the market and risk.

Reading Plans and Specifications

Types of Plans

The landscape horticulturist must know how to read several types of plans:

Site plan: shows the location of plants, structures, and pathways.
Grading plan: indicates ground elevations, slopes, and drains.
Irrigation plan: locates pipes, sprinkler heads, and valves.
Lighting plan: positions fixtures, cables, and transformers.
Detail plan: enlarges a specific area to show construction methods.

Scales and Symbols

Plans are drawn to scale. Common scales are 1:100, 1:200, and 1:500 for overall plans, and 1:20 or 1:50 for details. To convert a measurement on the plan to a real measurement, multiply the plan measurement by the scale denominator. For example, a distance of 3 cm on a plan at a scale of 1:100 represents 3 cm × 100 = 300 cm = 3 m.

Standardized symbols represent plants (a circle for a tree, shapes for shrubs), infrastructure (dashed lines for drains, solid lines for water pipes), and equipment. You must know the symbols from the Canadian Standards Association (CSA) and those used in the industry.

Specifications and Tender Documents

The specifications are the written document that specifies materials, installation methods, and quality standards. They complement the plans. The specifications are organized into sections according to the MasterFormat system. For landscaping, the relevant sections are:

Section 31 (Earthwork)
Section 32 (Exterior Improvements)
Section 33 (Utilities)

Each section contains clauses on materials, installation, tolerances, and warranties. For example, Section 32 91 00 (Planting) specifies tree caliper, planting depth, type of staking, and watering requirements.

Tolerances and Specifications

Tolerances are the allowable deviations from the specifications. For grading, a common tolerance is ± 10 mm over 3 m. For edge alignment, the tolerance is ± 5 mm. The Red Seal exam tests your ability to interpret these tolerances and determine whether work is compliant.

Resource Management

Labour Management

Effective labour management includes task assignment, supervision, and training. You must know supervision ratios: a foreperson can supervise 8 to 12 workers depending on the complexity of the work. For delicate planting work, the ratio is lower (1:5).

Productivity rate is the number of work units completed per hour. Standard productivity rates are essential for estimation. Here are some reference values:

Materials Management

Materials management includes ordering, receiving, storing, and using materials. You must calculate quantities accurately to avoid surpluses and shortages. For topsoil, the volume of a planting pit is calculated as follows:

Volume = π × r² × h

Where r is the radius of the pit and h is the depth. For a pit 1 m in diameter and 0.8 m deep:

Volume = 3.1416 × (0.5)² × 0.8 = 3.1416 × 0.25 × 0.8 = 0.628 m³

Add 10% for settling and losses, giving 0.69 m³ per tree.

Equipment Management

Equipment must be selected based on the task, site conditions, and safety. Pre-use inspections (visual inspection, fluid levels, tire condition) are mandatory. Maintenance documentation must be kept up to date for each piece of equipment.

Project Monitoring and Control

Progress Reports

The progress report is a daily or weekly document that summarizes work completed, hours worked, materials used, problems encountered, and forecasts for the next period. It serves as the basis for billing and budget tracking.

The report must include:

Date and weather conditions
Staff present and hours worked
Work completed (quantities and location)
Equipment used and machine hours
Problems and solutions applied
Material orders to be planned

Site Journal

The site journal is a legal document that records important events: deliveries, inspection visits, changes in instructions, accidents, and exceptional weather conditions. It can serve as evidence in the event of a dispute. Each entry must be dated, signed, and factual.

Change Management

Changes during construction are frequent. They must be documented through a change order (or amendment) that specifies the nature of the change, the impact on cost and schedule, and the signatures of the parties involved. Without this order, the landscaper risks not being paid for additional work.

The formula to calculate the impact of a change on the schedule is:

New schedule = Initial schedule + (Additional work / Daily productivity rate)

Budget Control

Budget control compares actual costs to estimated costs. The variance is calculated as follows:

Variance = Actual Cost – Estimated Cost

A positive variance indicates an overrun. Variance analysis helps identify problem areas and take corrective action. The cost performance index (CPI) is:

CPI = Earned Value / Actual Cost

A CPI lower than 1 indicates a cost overrun.

Canadian Standards and Codes

Canadian Electrical Code

For exterior lighting work, the Canadian Electrical Code, Part I (CE Code) (C22.1) applies. The relevant rules for landscaping include:

Rule 8-200: calculation of electrical load for exterior lighting circuits
Rule 12-100: wiring methods for exterior installations
Rule 36-100: requirements for temporary installations

Exterior lighting circuits must be protected by a ground fault circuit interrupter (GFCI) conforming to Rule 26-700. The burial depth for cables is 600 mm for armoured cables and 450 mm for rigid conduits.

CSA B149.1 – Natural Gas and Propane Code

If the project includes outdoor fireplaces, gas barbecues, or propane lamp posts, CSA B149.1 applies. Key rules:

Article 4.2: installations must conform to manufacturer specifications
Article 5.8: gas piping must be identified by a label or colour
Article 6.3: appliances must be installed with a minimum clearance of 300 mm from combustible materials

The test pressure for gas piping is 3.5 kPa (0.5 psi) for at least 15 minutes.

CSA Standards for Materials

Several CSA standards apply to landscaping materials:

CSA A23.1: Concrete and concrete materials
CSA G40.20: Structural steel
CSA O115: Pressure-treated wood

For treated wood, CSA O115 specifies preservative retention levels according to use (ground contact, fresh water, etc.).

Documentation and Communication

Types of Documents

The landscape horticulturist produces and uses various documents:

Bids: detailed price offers for a project
Contracts: legal agreements between the client and the contractor
Plans and specifications: technical reference documents
Reports: activity summaries
Registers: logs, safety registers, maintenance registers

Writing Bids

A bid must include:

Detailed description of the work
Quantities and unit prices
Payment terms
Proposed schedule
Exclusions (work not included)
Validity of the offer

The total price is calculated by adding all items, then adding applicable taxes (GST/HST). For the exam, know how to calculate the total price with taxes:

Total Price = Subtotal × (1 + Tax Rate)

For example, a subtotal of $25,000 with an HST of 13% gives:

25,000 × 1.13 = $28,250

Communication with Stakeholders

Communication must be clear, written, and dated. Verbal instructions must be confirmed in writing within 24 hours. Site meetings must be documented in minutes distributed to all participants.

Occupational Health and Safety

Safety Plan

Each site must have a safety plan compliant with federal and provincial regulations. The plan identifies hazards, control measures, and emergency procedures. Minimum requirements include:

First aid training
Personal protective equipment (PPE)
Traffic control and signalling procedures
Hazardous materials management (WHMIS)

WHMIS

The Workplace Hazardous Materials Information System (WHMIS) requires that all chemical products be identified, that safety data sheets (SDS) be available, and that workers be trained. Fertilizers, pesticides, and fuels are WHMIS materials.

Safety Registers

Safety registers include:

Accident and incident register
Safety inspection register
Worker training register
Equipment maintenance register

These registers must be kept for at least 3 years (5 years for accidents involving injury).

Pitfalls to Avoid

131.Confusing scales: a scale reading error can lead to measurement errors of 10 to 100 times. Always verify the scale indicated on the plan.
132.Forgetting tolerances: tolerances are not suggestions. Work outside tolerance must be corrected, even if the deviation seems minor.
133.Neglecting change orders: without a signed change order, additional work will not be paid. Document any change immediately.
134.Ignoring electrical standards: exterior lighting installations must comply with the Canadian Electrical Code. A GFCI is mandatory for exterior circuits.
135.Miscalculating volumes: for excavations and backfills, don't forget the bulking factor. The volume of excavated soil is greater than the in-place volume (bulking of 20 to 30%).
136.Confusing productivity rates: standard productivity rates vary depending on conditions. Use the values from the exam question, not those from your personal experience.
137.Forgetting overhead costs: overhead costs (insurance, administration, office rental) must be included in every bid.
138.Neglecting documentation: a site without documentation is a site without proof. In the event of a dispute, you must be able to demonstrate what was done, when, and how.

Exam Tips

Read the questions carefully: project management questions often contain extraneous data. Identify the relevant data before calculating.
Check the units: convert all measurements to the same system (metric) before doing calculations.
Show your work: for calculation questions, show your steps. Even if the final result is wrong, you can earn partial marks.
Know the standards by heart: rule numbers and key values (depths, pressures, tolerances) must be memorized.
Practice reading plans: practice reading plans at different scales and identifying common symbols.
