Trap to avoid: The COHSR does not specify a particular CSA standard for cranes. It requires that equipment be designed, constructed, and maintained according to applicable standards — this is an implicit reference to CSA standards.


Section 2: CSA Z150-20 — Safety of Mobile Cranes

2.1 Scope and Application

CSA Z150-20 (Safety Code for Mobile Cranes) is the primary reference standard for mobile cranes in Canada. It applies to:

Crawler cranes
Truck-mounted cranes
Telescopic cranes
Lattice boom cranes
All-terrain cranes
Port cranes (partially)

It does not apply to: tower cranes, overhead cranes, hoists, or well-drilling cranes.

2.2 Key Requirements of Z150-20

2.2.1 Rated Load and Stability

The standard requires that the rated load (capacity) be determined according to:

The manufacturer's load charts (mandatory)
Stability factors: 75% of the tipping load for cranes on outriggers, 85% for crawler cranes
Corrections for boom angle, boom length, and lifting radius

Net load formula:

Net load = Gross load − Weight of attachments (hook, slings, shackles)

Calculation example: A crane has a capacity of 20,000 kg at a 10 m radius. The hook block weighs 250 kg, and the sling weighs 50 kg. The maximum net load is:

20,000 kg − 250 kg − 50 kg = 19,700 kg

2.2.2 Load Factors and Wind Conditions

Z150-20 imposes wind limitations:

Specific requirements for wire ropes:

Number of broken wires over a length of 6 rope diameters: maximum 6 wires
Wear: diameter reduction of 7% from nominal diameter
Corrosion: removal from service if corrosion is visible on the strands

Wire rope replacement formula:

If the number of broken wires over a length of 6D (D = rope diameter) exceeds 6, or if over a length of 30D the number exceeds 14, the rope must be replaced.

Example: Rope of 20 mm diameter. Over a length of 120 mm (6 × 20 mm), 7 broken wires are counted. → Mandatory replacement.

2.2.4 Mandatory Safety Devices

Z150-20 requires the following devices:

Load moment indicator (LMI): mandatory for any crane with a capacity ≥ 10 tons
Boom angle indicator: mandatory for all cranes
Boom length indicator: mandatory if the boom is telescopic
Hoist limit switch: mandatory for the hook
Audible warning device: mandatory for all cranes
Emergency descent valve: mandatory for hydraulic cylinders

Trap to avoid: The LMI does not replace the operator's judgment. An LMI failure requires immediate shutdown of the crane, unless the manufacturer provides for a documented degraded operating mode.


Section 3: The Canadian Electrical Code, Part I (CE Code) (C22.1-21)

3.1 Application to Mobile Cranes

The Canadian Electrical Code, Part I (CE Code) (C22.1-21) applies to the electrical installation of mobile cranes. Although this code is primarily intended for fixed installations, Rule 8-200 specifically applies to mobile equipment.

Rule 8-200: Every mobile crane must have a ground fault protection device that complies with the requirements of the code. This device must:

Interrupt the power supply in the event of a ground fault
Be tested at least once per month
Have a maximum trip current of 6 mA for personnel protection devices

3.3 Minimum Clearance from Power Lines

Formula for voltages > 550 kV:

Clearance = 10 m + (Voltage − 550 kV) × 0.01 m/kV

Example: 735 kV line (typical in Quebec):

Clearance = 10 m + (735 − 550) × 0.01 = 10 m + 1.85 m = 11.85 m

Trap to avoid: The minimum clearance applies to any part of the crane, including the boom, cable, load, and outriggers. It also applies to load movement — a swinging load can reduce the effective clearance.


Section 4: CSA B149.1 — Natural Gas and Propane

4.1 Application to Mobile Cranes

CSA B149.1 (Natural Gas and Propane Code) applies to mobile cranes equipped with compressed natural gas (CNG) or propane engines. This standard is increasingly relevant with the energy transition.

4.2 Key Requirements

Section 6.4: Fuel tanks

Tanks must be certified to CSA B51 (Boilers and Pressure Vessels)
The maximum service pressure must not exceed 2,500 kPa for CNG
Tanks must be visually inspected at every work shift
A complete (hydrostatic) inspection is required every 5 years

Section 6.8: Ventilation

Engine compartments must have adequate ventilation
Gas concentration must not exceed 25% of the lower explosive limit (LEL) in the engine compartment

LEL calculation formula:

Maximum allowable concentration = 0.25 × LEL of the gas

For propane, the LEL is 2.1% by volume. Therefore:

Maximum concentration = 0.25 × 2.1% = 0.525%

4.3 Emergency Procedures

B149.1 requires:

A gas detector in the engine compartment, with audible and visual alarms
An automatic shut-off valve that cuts off the gas supply if the detector triggers
A Class B fire extinguisher within reach (minimum 10 lb ABC)

5.2 The Load Book — Detailed Requirements

The load book must contain, for each lift:

Date and time
Description of the load (weight, dimensions)
Lifting radius
Boom angle
Boom length
Weather conditions (wind, temperature)

Any anomaly or failure observed

Trap to avoid: The load book is not a simple journal. It has legal value — it can be used as evidence in the event of an accident or dispute. Entries must be made immediately after each lift, not at the end of the work shift.

5.3 Daily Inspection Log

The daily inspection must be documented on a standardized form containing at minimum:

Wire rope checks (wear, broken wires, corrosion)
Hook checks (deformation, cracks, throat wear)
Outrigger checks (hydraulic leaks, operation)
Safety device checks (LMI, limit switches, warning device)
Tire or track checks
Lights and reflectors check

5.4 Accident and Incident Reports

6.1 Case 1: Propane Crane Near a Power Line

A propane-powered mobile crane must operate 4 m from a 120 kV line. Checks:

The inspection log must document the decision and the planned replacement date

Traps to Avoid

192.Wind factor: Wind of 30–45 km/h requires a 20% load reduction. Many candidates forget this correction.
193.Wire ropes: The criterion of 6 broken wires over 6D is an absolute maximum. But you must also check 14 wires over 30D — both criteria apply.
194.LMI failure: Immediate shutdown, not "finish the current lift." The standard does not allow continuing.

Answer: Maximum concentration = 0.25 × 2.1% = 0.525%. 0.6% > 0.525% → non-compliant, the detector must trigger at 0.525% or less.
