Workplace Safety and Risk Control

Introduction

The tilesetter trade involves significant occupational hazards. On the job site, you will be exposed to dangers related to power tools, chemical products, demanding postures, and varying work environments. The Red Seal exam assesses your mastery of workplace health and safety principles, not only to verify your theoretical knowledge, but to confirm that you are capable of identifying, assessing, and controlling risks in all practical situations. This chapter covers all the requirements of the National Training Plan (NTP) for the "Workplace Safety and Risk Control" competency block.

Fundamental Principles of Prevention

The Hierarchy of Controls

Accident prevention is based on a strict hierarchy of control measures, from most effective to least effective:

Golden Rule: PPE is the last resort, never the first solution. On the exam, if a question offers multiple control options, always choose the measure highest in the hierarchy.

The Right to Refuse Dangerous Work

Under the Canada Labour Code (Part II) and equivalent provincial legislation, you have the right to refuse to perform work that presents a danger to your health, your safety, or that of others. The conditions for exercising this right:

11.The danger is abnormal (not part of the normal risks of the trade)
12.You reasonably believe the danger presents an immediate threat
13.You must report the problem to your supervisor immediately

Important: You cannot refuse work if the danger is inherent to the trade (e.g., normal cutting dust) unless the control measures are absent or defective.

Personal Protective Equipment (PPE)

Eye and Face Protection

Cutting tiles generates ceramic fragments, dust, and projections. Requirements according to CSA Z94.3 (Eye and Face Protectors):

Safety glasses: mandatory at all times on the job site, even for brief tasks
Face shield: required when using angle grinders or diamond disc saws
Goggles: when handling liquid chemical products (acids, cleaners)

Lenses must be made of polycarbonate (impact resistance). Check for the absence of scratches — a scratched lens reduces visibility and creates an additional hazard.

Respiratory Protection

Crystalline silica dust is the most serious respiratory hazard in our trade. CSA Z94.4 governs the selection, use, and maintenance of respiratory protective devices.

Regulatory Requirement: The occupational exposure limit (OEL) for crystalline silica is 0.025 mg/m³ (8-hour time-weighted average) under the federal occupational health and safety regulations. Any dry cutting of ceramic, porcelain, or natural stone tiles generates concentrations that far exceed this limit — the use of water or an extractor is therefore mandatory.

Fit Testing: A mask that does not seal properly offers no protection. Fit testing must be performed by a qualified professional and repeated at least once a year or whenever there is a change in facial morphology (weight gain/loss, dental surgery).

Hearing Protection

Tile saws and grinders produce sound levels of 90 to 110 dB(A). The regulatory limit is 85 dB(A) over 8 hours (action level) and 90 dB(A) (exposure limit). Above 85 dB(A), wearing hearing protectors is mandatory.

Practical Rule: If you have to raise your voice to be heard at 1 metre, the level exceeds 85 dB(A) — wear earplugs or earmuffs.

Hand and Foot Protection

Gloves: CSA Z259.3 covers protective gloves. For handling tiles, use gloves with nitrile palms (grip and cut resistance). For chemical products, use nitrile or neoprene gloves (never latex for solvents).
Safety footwear: CSA Z195 requires footwear with a protective toe cap (grade 1: 125 J impact absorption) and puncture-resistant sole. Safety footwear must be worn at all times on the job site.

Tool and Equipment Safety

Tile Saws and Grinders

Pre-use inspections (mandatory procedure):

37.Power cord: no cuts, exposed wires, or makeshift repairs
38.Grounding: intact three-prong plug
39.Guard: in place, functional, adjusted to less than 6 mm from the wheel
40.Switch: operates correctly (dead-man switch for grinders)
41.Diamond blade: no cracks, chips, or deformation — verify the maximum speed (RPM) indicated against the machine's speed

Critical Rule: The diamond blade must be mounted with the rotation arrow in the direction of the machine's rotation. A blade mounted backwards will not cut and can shatter, projecting fragments at high speed.

Angle Grinder: The guard must be positioned between the operator and the disc. Never remove the guard to access a confined space — use a smaller grinder or an appropriate tool.

Ladders and Step Ladders

CSA Z11 governs portable ladders. Essential rules:

Inclination angle: 4:1 ratio (for every 4 units of height, the base is 1 unit from the wall)
Extension: the ladder must extend at least 1 metre (3 feet) above the point of support
Work zone: never stand on the top two rungs
Inspection: check the rails, rungs, anti-slip feet, and spreader devices before each use

Frequent Exam Trap: An aluminum ladder must never be used near energized power lines. The minimum distance is 3 metres for lines under 75 kV and 5 metres for lines over 75 kV.

Scaffolds

Scaffolds must be erected according to the manufacturer's specifications and the requirements of CSA S269.2. Essential points:

Base: on stable, level ground, with load-distributing mud sills (50 mm × 250 mm planks minimum)
Stabilizers: mandatory if the height exceeds 3 times the base width
Guardrails: mandatory if the platform is more than 1.2 metres from the ground — top rail at 1 m, mid rail, and toe board
Access: via integrated ladder or separate ladder — never by climbing the structure
Maximum load: do not exceed the rated load (typically 250 kg/m² for general use)

Prohibition: Never move a rolling scaffold with a person or material on it.

WHMIS — Workplace Hazardous Materials Information System

The Elements of WHMIS

WHMIS (regulated by the federal Hazardous Products Regulations) is based on three pillars:

Frequent Error: Confusing the "Silhouette" pictogram (serious health hazard — carcinogen, mutagen, reproductive toxin) with the "Flask over hand" pictogram (less severe hazard). Crystalline silica is classified as a carcinogen — it carries the "Silhouette" pictogram.

The 16 Sections of the SDS

The most important sections for the worker:

Exam Rule: The SDS must be available at the workplace and accessible to all workers. It must be in both English and French. The worker must know where to find it and how to interpret it.

Cement and Chemical Products — Specific Hazards

Chemical Burns from Cement

Fresh cement (mortar, grout, tile adhesive) has a pH of 12 to 13 (highly alkaline). Prolonged skin contact causes serious chemical burns that may go unnoticed at first (pain often appears several hours later).

Preventive Measures:

Wear impermeable gloves at all times when handling cement
If cement gets inside gloves or boots: remove immediately, wash skin with clean water for at least 15 minutes
Never use solvents to clean the skin — they increase the penetration of alkalis
Wash contaminated clothing separately before reuse

Hydrofluoric Acid and Strippers

Hydrofluoric acid (used for cleaning natural stone) is extremely dangerous: it penetrates the skin and attacks the calcium in bones. Exposure can cause cardiac arrest. Emergency treatment: calcium gluconate gel, immediate transport to hospital.

Storage Rule: Incompatible products must be physically separated (fire-rated partition or a minimum distance of 5 metres). Containers must be tightly sealed and labelled.

Electrical Safety

Basic Principles

The Canadian Electrical Code, Part I (CSA C22.1) governs electrical installations. For the tilesetter, the essential points:

Dangerous voltage: any voltage above 30 volts is considered dangerous
Lethal current: a current of 30 mA (0.03 A) can cause cardiac fibrillation
Human body resistance: 1,000 Ω to 100,000 Ω depending on skin moisture — damp skin significantly reduces resistance

Basic Calculation: Ohm's Law — I = U / R. With a voltage of 120 V and a resistance of 1,000 Ω (damp skin), the current is 120 mA — easily lethal.

Protective Devices

Ground Fault Circuit Interrupter (GFCI): mandatory on all construction site circuits (Rule 8-200 of the Canadian Electrical Code). It interrupts the circuit in less than 25 ms if the leakage current exceeds 5 mA.
Grounding: all tools must be grounded (3-prong plug) or double-insulated (square-in-square symbol)
Extension cords: minimum 14 AWG gauge for 15 A tools; never use a damaged extension cord; fully unroll cord reels (a coiled reel overheats)

Golden Rule: On a damp job site (mortar work, water cleaning), the use of a GFCI is mandatory. Test the GFCI before each use by pressing the test button.

Working at Heights and Falls

Statistics and Regulations

Falls are the leading cause of death in construction in Canada. Federal regulations (Canada Occupational Health and Safety Regulations) require fall protection when a fall exceeds 3 metres (or 1.2 metres if working above dangerous machinery).

Harness Requirements (CSA Z259.10):

Anchor points: minimum capacity of 22 kN (2,244 kg) per worker
Lanyard with energy absorber: maximum fall of 1.8 metres before the absorber activates
Inspection: before each use, check the straps (cuts, fraying), stitching, buckles, and rivets
A harness that has sustained a fall must be removed from service and destroyed

Exam Trap: The anchor lanyard must never be attached to a rolling scaffold or a guardrail — only to a certified structural anchor point.

Ergonomics and Manual Material Handling

Safe Lifting Principles

Tile installation involves repeated lifting of heavy loads (boxes of tiles weighing 20 to 30 kg, bags of mortar weighing 25 to 30 kg). Back injuries are the most frequent cause of absenteeism in the trade.

Basic Rules:

119.Do not twist your torso while lifting — pivot with your feet
120.For loads over 25 kg: ask for help or use mechanical equipment

Working Postures

Working at floor level (tile installation) imposes demanding postures. Corrective measures:

Use padded knee pads (joint protection)
Alternate positions (kneeling, squatting, standing) every 20 to 30 minutes
Use an adjustable cutting table at working height (between waist and chest height)
For wall work: use a scaffold or platform to work at chest height, never above shoulder height

Hand-Arm Vibration

Prolonged use of grinders and vibrating saws can cause hand-arm vibration syndrome (vibration white finger). Exposure limits:

Control Measures: use low-vibration tools, take breaks, wear anti-vibration gloves, keep tools in good condition (worn blades increase vibration).

Emergency Procedures and First Aid

Emergency Plan on the Job Site

Every job site must have an emergency plan including:

Location of emergency exits and assembly points
Location of first aid kits and fire extinguishers
Emergency numbers (ambulance, fire, poison control)
Procedure for reporting accidents and near misses

Usage Rule: PASS technique — Pull (the pin), Aim at the base of the flames, Squeeze the trigger, Sweep from side to side, at a distance of 2 to 3 metres.

Important: Never use water on an electrical fire (risk of electrocution). Never use water on a flammable liquid fire (the fire will spread).

First Aid Specific to the Trade

Chemical burn (cement): remove contaminated clothing, rinse with running water for 15 to 20 minutes, do not neutralize with an acid
Eye splash: rinse with clean water for 15 minutes, eyelids held open, then seek medical transport
Cut with a tool: direct pressure, elevation, sterile dressing
Electric shock: shut off the power source, do not touch the victim until the power is off, call for help, begin CPR if necessary

Hazard Communication

Summary

The hierarchy of controls is the basis of all safety decisions: eliminate, substitute, engineer, administer, then protect individually.
PPE is mandatory and task-specific: safety glasses (CSA Z94.3), respiratory protection (CSA Z94.4), safety footwear (CSA Z195), hearing protection above 85 dB(A).
Crystalline silica is the major respiratory hazard — OEL of 0.025 mg/m³ — water and extraction are mandatory for cutting.

Traps to Avoid

164.Confusing WHMIS pictograms: the "Silhouette" (serious health hazard) is not the "Exclamation mark" (less severe hazard). Silica is classified as a carcinogen — Silhouette pictogram.
165.Choosing PPE as the first answer: if a question offers both an elimination measure and PPE, the correct answer is always the elimination or engineering control measure.
166.Forgetting the respirator fit test: an N95 mask without a fit test does not provide reliable protection. The exam may ask you the frequency of testing (annual or with any change in facial morphology).
167.Underestimating the cement hazard: cement does not burn immediately — pain appears several hours later. A first aid question should indicate a 15 to 20 minute rinse, not a simple wipe.
168.Incorrectly calculating the ladder angle: the ratio is 4:1 (base at 1 unit for every 4 units of height), not 1:4. Always check the orientation of the ratio.
169.Ignoring the 3-metre rule: fall protection is mandatory from 3 metres (federal), but certain situations (working above hazards) require protection from 1.2 metres.
170.Confusing fire extinguisher classes: a Class A extinguisher (water) must never be used on an electrical fire (Class C) or a flammable liquid fire (Class B).
171.Forgetting that the GFCI must be tested: the test button must be pressed before each use — a question may cover this procedure.
